Salient Features of the RUGMARK Certification Scheme
The concept for the scheme of carpets without child
labour, termed RUGMARK, was based on the following principles:
- manufacturers/exporters and buyers/ importers
should directly cooperate within the scheme.
- the membership as well
as the decision to accept controls on production should be totally voluntary.
- NGOs should form an integral part of RUGMARK for supervision as well as
image-building and marketing and provide support in respect of social issues.
- a control system has to be established in the
carpet manufacturing regions to avoid use of illegal child labour as also
to safeguard payment of minimum wages.
- the mechanism put in place has to be
cost-effective with extremely lean and efficient administration.
- children who illegally worked on the looms should
not only be "liberated", but also supported by appropriate
social welfare and educational facilities.
